Construction will occur between 6:30 am and 6:30 pm on business days and Saturdays. There will be security lighting and appropriate onsite security arrangements for site safety.

Indicative project timeframes

  • Commencement of site bulk earth works - third quarter 2018
  • Commencement of construction - late 2018
  • Practical completion of construction - late 2020

Ipswich City Council approved the development application on 29 March 2018. The development application for the MILVEHCOE was assessed in accordance with the Sustainable Planning Act 2009. The application was deemed appropriate for the area with demonstrated compliance to local planning provisions. Consequently, no formal public consultation was required for the approval process.

Noise

The production building will be fully enclosed with acoustic treatments to walls. The fully enclosed weapons test firing tunnel will be designed with additional acoustic treatments to limit noise propagation.

An acoustic barrier along the northern edge of the vehicle test track, similar to those used along motorways, will assist in containing vehicular noise within the site. There is also a vegetation buffer along the riverbank that separates the proposed development from the river.

The weapons test firing tunnel and vehicle compliance test track will have restricted use for short intermittent periods between 7 am and 6 pm, Monday to Saturday. Heavy vehicle deliveries will be limited to 6 am to 10 pm.

Predicted noise levels from the MILVEHCOE, as indicated by noise data, show that from a regulatory perspective, there will not be any adverse noise impacts to local residents. Noise generated from the MILVEHCOE will fall below the levels specified in the Environmental Protection Act 1994. An Environmental Noise Assessment report was generated as part of the development application. This indicated that the noise expected from the MILVEHCOE will not be louder than the existing average noise levels in the vicinity of the riverside residences.

Ammunition and hazards storage and handling

No controlled explosions will take place at the MILVEHCOE and no high explosives will be stored on site.

The proposed development is not classified as a hazardous chemical facility under State Development Assessment Provisions.

Car parking and traffic

Four separate onsite car parks with a total capacity of 399 spaces and 50 bicycle end-of-trip facilities are proposed for the MILVEHCOE. This is sufficient to cater for all employee and visitor parking on site.

Traffic generated by the site is consistent with what would be expected for development in the Redbank Motorway Estate given the industrial zoning of the area. Heavy vehicle movements to and from the MILVEHCOE will be considerably less than for other facilities in the area.

Health, safety and environmental risks

A comprehensive management system for health, safety and the environment will be implemented.

Flooding

The flooding peport indicates the finished floor levels for the proposed buildings will provide appropriate mitigation of flooding risks. This report also indicates that from a regional flooding perspective, the proposed development will not increase flood risk for upstream or downstream areas.
